Qualification Details:
It is proposed to fill up vacancies in the following ranks in the Intelligence Bureau under the Ministry of Home Affairs on absorption/deputation (including short term contract basis) as mentioned below. The educational qualifications, experience and other eligibility conditions for the post are furnished below:
1. Post: Senior Research Officer
2. (2 vacancies), General Central Service (Group-A), Gazetted, Non-Ministerial in the Pay Band 3: Rs. 15600-39100 with the grade pay of Rs. 6600/-(Level 11 of the pay matrix Rs. 67700-208700 as per 7th CPC). Eligibility : Promotion/Deputation (including short term contract
3. Eligibility: Officers under the Central/State Governments/Union Territories/Universities/ Recognized Research Institutions/Public Sector Undertakings/Statutory/SemiGovernment or Autonomous Organizations :- (a) (i) holding analogous post on regular basis; or (ii) with five years' regular service in posts in the Pay Band 3, Rs. 15600-39100 plus grade pay of Rs. 5400 or equivalent; or (iii) with seven years' regular service in posts in the Pay Band 2, Rs. 9300-34800 plus grade pay of Rs, 4600 or equivalent; and (b) Possessing the educational qualifications and experience as follows: (i) Master's degree in Economics/Statistics/Business Administration/Management or Commerce from a recognized University or equivalent. (ii) Five years' experience in Macro-Economic Analysis/Research work and preparation of report on contemporary economic issues and future economic trends. Desirable : Knowledge of Econometrics Techniques for forecasting production and availability of essential commodities, the estimation of broad economic trends, the public distribution system, procurement policy.
Note-1 : Qualifications are relaxable at the discretion of the UPSC in case of candidates otherwise well qualified.
Note-2 : Qualification(s) regarding experience is/are relaxable at the discretion of the UPSC in the case of candidates belonging to scheduled castes or scheduled tribes. If at any stage of selection, the UPSC is of the opinion that sufficient number of candidates from these communities possessing the requisite experience is not likely to be available to fill up the posts reserved for them.
Note-3 : The Departmental Research Officer (Economic Research) with five years' regular service in the grade shall also be considered along with outsiders and in case he is selected for appointment to the post the same shall be deemed to have been filled by promotion. Note-4 : The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation
1. Post: Accountant
(24 vacancies) General Central Service (Group-B), Non-Gazetted, Non-Ministerial in the in the Pay Band-2 of Rs 9300-34800 with Grade Pay Rs. 4200/-(Level 6 of the pay matrix Rs. 35400-112400 as per 7th CPC).
Eligibility: Officers under the Central Government: - (a) (i) holding analogous posts on regular basis in the parent cadre/ department; or (ii) with six years' service in the grade rendered after appointment thereto on regular basis in the post in the Grade pay of Rs. 2800/-or equivalent in the parent cadre/ department: or (iii) with ten years' regular service in the grade rendered after appointment thereto on a regular basis in the post in the Grade pay of Rs. 2400/- or equivalent in the parent cadre or department; and (b) Possessing any one of the following qualifications: - (i) A pass in Subordinate Accounts Service or equivalent examination conducted by the organized Accounts department of the Central Government. (ii) Training in Cash and Accounts work in the Institute of Secretariat Training and Management and three years' experience in cash, accounts and budget work.
Note-1: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall not exceed three years.
Note-2: The maximum age-limit for appointment by deputation/absorption shall not be exceeding 56 years as on the closing date of receipt of applications.
Note-3: For the purpose of deputation basis, the service rendered on a regular basis by an officer prior to 01.01.2006/the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only for the post for which that grade pay/pay scale is the normal replacement grade without any up gradation.
2. Post: Female Staff Nurse
(1 vacancy), Group C, Non- Gazetted, Non-Ministerial in the Pay Band-1: Rs 5200-20,200/- with the Grade Pay of Rs. 2800/- (Level 5 of the pay matrix Rs. 29200-92300/- as per 7th CPC).
Eligibility: (i) Female Staff Nurse in identical/equivalent scale of pay from Military/Civil Hospitals of the Central or State Governments. Note-1: Period of deputation ordinarily not exceeding three years. Note-2: The maximum age limit for appointment by deputation/absorption shall not exceed 56 years as on the closing date of receipt of applications
3. Post: Caretaker
(4 vacancies), General Central Service, Group C, Non-Gazetted, Ministerial in level 5 of the pay matrix Rs. 29200-92300/- as per 7th CPC. Eligibility: Deputation
Eligibility: (i) Any Group C employee of Intelligence Bureau with five years' regular service in level 4 (Rs. 25500-81100/-) in the pay matrix; or (ii) Employees of Central Government or the State Governments or Union territories holding analogous posts on regular basis in the parent cadre or department. Note-1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note-2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall not exceed three years. Note-3: The maximum age limit for appointment by deputation/absorption shall be not exceeding 56 years as on closing date of receipt of applications.
4. Post: Security Assistant
(Motor Transport) (15 vacancies), General Central Service, Group C, Non-Gazetted, Non Ministerial in level 3 of the pay matrix Rs. 21700- 69100 as per 7th CPC
Eligibility: (a) Officers of the Central or State Government holding analogous post on regular basis; or (b) Employees of Intelligence Bureau; (i) holding analogous posts; or (ii) with 3 years regular service in Pay band-1, Grade Pay of Rs. 1900; or (iii) with 6 years regular service in Pay band-1, Grade Pay of Rs. 1800; and (c) Possessing the following qualification: Essential: (i) Matriculation or equivalent (ii) Possession of valid driving license for motor cars (LMV) issued by the competent authority, (iii) Knowledge of motor mechanism (The candidate should be able to remove minor defects in the vehicle); and (iv) Experience for driving a motor car for at least one year after obtaining valid driving license. Desirable : Possession of valid driving license for motorcycle issued by the competent authority. Note-1: Period of deputation shall not ordinarily exceed five years which may be curtailed or extended by the borrowing authority. The maximum age limit for appointment by deputation/absorption shall be not exceeding 56 years as on the closing date of receipt of application.
5. Post: Assistant Security Officer
(General) (10 vacancies), General Central Service (Group-B) Non Gazetted, Non-Ministerial in the Pay Band-2: Rs 9300-34800/- with Grade Pay of Rs. 4600/- (Level 7 of the pay matrix Rs. 44900-142400/- as per 7th CPC).
Eligibility: Officers of the Central Government: (a) (i) holding analogous posts on regular basis; or (ii) with five years' regular service in posts in the Pay Band-2: Rs.9300-34800/- with Grade Pay of Rs. 4200/- or equivalent; and (b)Possessing the following educational qualifications and experience: (i) Degree from a recognized University or equivalent. (ii) 2 years practical/field experience in detection and disposal of explosive devices. Deputation/Re-employment (for Armed forces personnel): Armed forces personnel of the rank of Lieutenant or equivalent who are due to retire or to be transferred to reserve within a period of one year and possessing the educational qualifications and experience specified for deputationist shall also be considered. If, selected, such officers shall be given deputation terms up to the date on which they are due for release from the armed forces, thereafter they may be continued on re-employment basis. In case, such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made their appointment shall be on re-employment basis. (Re-employment up to the age of superannuation with reference to civil posts). Note-1: Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed three years. Note-2: The maximum age limit shall not be exceeding 56 years as on the closing date of receipt of applications.
