Qualification Details:

NHSRC seeks to recruit Consultant – PHA (Legal), to extend her/his support to the PHA division of NHSRC in its work on ‘health law and policy’. The Consultant will work in collaboration with Sr. Consultant (PHA) and under the supervision and overall guidance of Advisor, PHA.

1. Consultant – Public Health Administration (Legal) Public Health Administration Division, NHSRC

2. Eligibility Essential: i. Undergraduate Degree in Law from a recognized university

ii. Post qualification relevant work experience of minimum 3 years

iii. A working knowledge of important health related laws

iv. Excellent legal research, analysis, drafting and presentation skills

v. Willingness to travel to states & districts to provide technical assistance

vi. Ability to work individually with minimum supervision and on different assignments simultaneously to meet tight timelines

vii. An understanding of the public health structure and systems in India

viii. Demonstrated ability to work in a multi-disciplinary team environment

ix. Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, PowerPoint

x. Educational qualification and experience could be relaxed when there is published quality work or work experience of specific relevance

3. Desirable : 

i. A Master’s degree in Public Health / Management / Law

ii. Work experience in areas of health law and policy, including on issues of hospitals, healthcare, mental health, gender, sexuality, disability, HIV, TB, tobacco control etc.

iii. Research experience on relevant areas of law and health

iv. Published work in the area of inter-linkages between law, health and equity

v. Relaxation in experience and age can be considered for a candidate with exceptional credentials. 

4. Location: New Delhi with Willingness to travel on need basis

5. Remuneration Range: Between Rs. 60,000/- to Rs. 1,20,000/- per month, Fee offered within the band will be commensurate qualification and experience

6. Roles and Responsibilities: 

i. The Consultant is expected to provide technical support to PHA Division, NHSRC on a broad range of issues pertaining to law and health, including but not limited to:

ii. Take the day-to-day legal responsibilities and provide support to the Division on its substantive work on health law and policy, including on:

iii. National Public Health Bill 

iv. Comprehensive Protocol for managing Medico-Legal cases, including sexual assault and rape, based on extant laws and legal obligations

v. Law to regulate Lactation Management Centres / human milk banking
